meta cache control and expire?

Hello, i saw 2 meta tags in head
<meta http-equiv="Cache-Control" content="no-cache" />
<meta http-equiv="Expires" content="Fri, Jan 01 1970 00:00:00 GMT" />
What are they doing and why it says 1970?

Safe to delete them.

In theory, it tells browsers not to cache html (text) portion of page, but according to my tests in popular browsers, does not really make any difference, they always reload new version.
